Patient rights & clinic liability

Mandatory clinical framework under the laws of the Republic of Estonia.

1. Healthcare service provider

Specialist medical care and consultations are provided exclusively by OÜ MediArte (registry code 12709264) under active Health Board license L07540.

Healthcare services are provided in accordance with the Health Services Organisation Act, chapter 41 of the Law of Obligations Act (contract for the provision of healthcare services), and the Estonian medical code of ethics.

2. Mandatory liability insurance

OÜ MediArte holds the mandatory professional liability insurance with insurer PZU Kindlustus with cover up to €3,000,000 per insurance period.

This insurance covers potential health damage related to the provision of healthcare services in accordance with the conditions set by law.

3. Clear separation of two companies on one website

The website synage.ee hosts two independent companies whose activities, liability and legal frameworks are strictly separated:

  • OÜ MediArte (reg. 12709264, license L07540) — the healthcare service provider. Subject to the Health Services Organisation Act, chapter 41 of the Law of Obligations Act, the Estonian medical code of ethics and Health Board supervision.
  • OÜ Süsivesik (reg. 17086738) — Saadi Academy's educational and publishing activity. Does not provide healthcare services, holds no license and does not need one, because educational and informational materials are not a medical service.

Both companies are registered at the same address (Lüüsi 4-30, Tallinn) but are completely separated in commercial, accounting and legal terms. An invoice is issued by the company that actually provides the service for each purchase. One company is not liable for the obligations of the other.

4. Advertising Act § 21 and advertising restrictions

Advertising of healthcare services is subject to § 21 of the Advertising Act. OÜ MediArte follows these principles in all clinic marketing materials:

  • healthcare advertising contains only permitted information: provider name, license number, services offered, qualifications, contact details, opening hours, prices and the language of the service;
  • no comparative advertising, treatment guarantees, "before and after" images or promises of a specific outcome;
  • no named patient testimonials, recommendations or health outcomes published in a way that could mislead the reader;
  • persons are not encouraged to use the service without medical need and no impression of a guaranteed treatment outcome is created;
  • advertising of prescription medicines is not part of the clinic's activities and is not published on the website.

Saadi Academy (OÜ Süsivesik) content — courses, webinars, articles, recipes, guides — is educational and informational content and is not advertising of a healthcare service within the meaning of § 21 of the Advertising Act. The Academy does not advertise OÜ MediArte's healthcare service, does not direct people to a specific physician based on a medical symptom and does not provide personal medical advice.

All public Academy materials clearly state that this is educational content that does not replace medical care (see the footer note "Educational content — not medical advice").

5. Educational material does not replace medical care

Saadi Akadeemia / Synage Akadeemia courses, webinars, podcasts and guides are general educational information. This content:

  • does not replace an individual medical appointment or personal clinical diagnosis;
  • is not intended as a basis for treatment decisions without consulting your physician;
  • is not a substitute for emergency medical care;
  • does not constitute advertising of a healthcare service within the meaning of § 21 of the Advertising Act.

6. Emergencies

In case of an acute condition, pain, accident or life-threatening symptom call 112 immediately.

Do not wait for an email reply or book a consultation — contact the Estonian emergency services directly.

7. Basic patient rights

  • The right to high-quality and safe healthcare services.
  • The right to receive understandable information about your health and treatment plan.
  • The right to consent to or refuse any examination or intervention.
  • The right to access your medical records and request copies.
  • The right to medical confidentiality — information is not shared with third parties without consent.
  • The right to file a complaint with the Health Board, the Healthcare Quality Expert Committee or the Consumer Protection and Technical Regulatory Authority (in case of Advertising Act violations).
